Small updates after rebase due to changes in FaceDoFFunction

For completeness we commit also adds a new fule FaceDoFPetsc.hpp.
Like DGPetsc.hpp it only contains dummy implementations for
- createVectorFromFunction()
- createFunctionFromVector()
