Add full energy operator for TN-app

This is in relation to #243 (closed)

Adds the full energy operator, currently kept under src/terraneo/operators. There are no tests currently but the operator is included in the solver test so that at least compilation is checked in the pipeline for now. Later we will add apps and tutorials using this.

Any suggestions on naming, namespaces and folder structure would be helpful.
