Fluctuating MRT

Still needs an actual test case. Also, we don't need to specify 15 random variances, symmetry decreases that number significantly.

Fixes #80 (closed). Depends on pycodegen/lbmpy_walberla!1 (merged) and pycodegen/lbmpy!3 (merged).
