Update fluctuating LB test

Change the fluctuating LB test such that it resembles as closely as possible what we are going to use: LB model with 4 relaxation times for shear, bulk, odd and even modes

Tests:

  • mass conservation
  • momentum conservation
  • Maxwell velocity distribution
  • stress tensor average
  • stress tensor fluctuation variance
