P_0 coefficients

This mainly adds P_0 functions as coefficients for the operators,

• One issue is that (seems like old) test fails
• Another is that, how do we decide on the memory layout, either SoA or AoS, do we need an extra variable/function to get it from hyteg?
  • or is there a preferred memory layout which we can keep as default?
