HFG to HOG migration

This is to mainly switch the generator from hfg to hog #4 (closed). As we want to add and correct the available forms, it would be helpful if the repository uses hog.

The main changes are in generate.py, requirements.txt and .gitlab-ci.yml, then all the operators are regenerated with hog.
