Version Requirements for Optional Dependencies

Hi,

!661 (merged) made me think whether we should list in our README minimal versions for our optional dependencies and, if yes, what these would be?

Dependency	Requirement
MPI	which standard must be supported?
ADIOS2	>= 2.9.2 (this includes the bugfix we need for current checkpointing implementation)
PETSc	no idea how far back we could go with PETSc
Trilinos	see !661 (merged)
ParMETIS	no idea
Doxygen	>= 1.10.0 (for best results)

Any thoughts?
