Implements smoothing for P1ElementwiseOperator

Hi,

since the pipeline failure (see issue #67 (closed)) does not originate from changes in this branch. I'd like to submit a merge request. Would be nice, if it was accepted, before work on moving smoothers from operators to solvers is started, as suggested by @bartuschat in the chat.
