Draft: Enables the fourth order correction for cumulants with psm

Enables the fourth order correction for the cumulant collision operator with the psm by removing the (1-B) on the relaxation rates in the equations of the forth order correction. Without removing the 1-B, a division by 0 happens in the forth order correction terms when b = 1.0.
