Add a tutorial/test for the various LBM Velocity Boundary Conditions

Several velocity boundary conditions are implemented in waLBerla (SimpleUBB, UBB, DynamicUBB, SimpleVelocityBoundary, VelocityBoundary) but tests/tutorials are missing to 1) show the differences between them and 2) show how they are set up/used.
