Exclude FluctuatingMRT test when using OPTIMIZE_FOR_LOCALHOST

This MR excludes the FlucutatingMRT test when WALBERLA_OPTIMIZE_FOR_LOCALHOST is set. In this case, the test could not be compiled since the random number generator is not implemented with SIMD.
