Exclude fine blocks from domain

Merged Markus Holzer requested to merge holzer/walberla:BlockExclusion into master

It is possible to exclude root blocks from waLBerla's Octree defining a rootBlockExclusionFunction. However, this does not work for child blocks. With this MR also child blocks (or fine blocks) can be excluded
