remove tests,tools,tutorials,benchmarks and showcases entirely if disabled in CMake

This MR removes the targets for tests,tools,tutorials,benchmarks and showcases if e.g. WALBERLA_BUILD_WITH_TESTS is set to OFF.

Also: enable WALBERLA_BUILD_WITH_SHOWCASES by default.
