[FIX] Outflow boundary GPU

Markus Holzer requested to merge holzer/walberla:FixOutFlowBoundary into master

Boundary conditions with additional data were not supported by the Boundary Collection. This is resolved with this MR. Further fixed size fields and half precision computation is supported now
